Article 1: Name and Location
The name of the organization is The Air-Car Research Association, Incorporated, hereinafter referred to as "TACRA" ("thack`-ruh"). The main offices and facilities of TACRA are to be maintained in the vicinity of Huber Heights, Ohio at the residence of TACRA's principal officer, the founder and President. Should it become necessary for another person to serve as President, TACRA may relocate to another location.

Article 2: Type of Organization and Articles of Incorporation
TACRA is organized as a scientific research and education not-for-profit corporation of The State of Ohio. The charitable organization will apply for classification under Section 501(c)(3) of the I.R.S..

Article 3: Purposes
TACRA's purposes are to conduct education and scientific research in the State of Ohio as a non-profit charitable organization. The specific purpose of TACRA is to perform survey research of potential users and developers of hybrid autoplane vehicles as related to the vehicle component of a Small Hybrid Inter-Regional Transportation System, SHIRTS. Results of the survey research are to be disseminated to the general public.
The primary emphasis of the surveys will be on the StrongMobile vehicles that are based primarily on the work of the founder, Richard Allen Strong, proprietor of Safety Analysis Systems Company, as defined in United States patents, the StrongMobile Development Reports, various professional publications, and the worldwide website http://www.strongware.com/dragon.
TACR shall not engage in any party politics nor religious activities.

Article 4: Organization
TACRA's actions are to be managed by its Officers and the Associates at large, in accordance with the principles of General Robert's RULES OF ORDER.
Trustees named in the Articles of Incorporation shall perform those functions required by law and serve as an Advisory Panel.
The Incorporator/Trustee shall perform all of the organizational functions until such time as the Trustees hold elections.
TACR Associates shall hold TACRA and its officers harmless in any legal proceedings.
Other geographically local branches may be established.
Associates and Officers shall not speak for nor otherwise obligate TACRA, unless specifically authorized to do so by the Trustees.
Associates may present petitions for amendment of these By-Laws to the President. Upon receipt of a petition with signatures of at least ten percent of the Associates, the President shall cause a vote to be conducted.
Voting shall require a quorum of at least ten percent of the Associates.

Article 5: Financial
Operations of TACRA shall be funded primarily by Associates' dues; such public funding must be at least one-third of the support of TACRA.
All financial transactions shall be recorded by the Treasurer.
Financial plans and budgets shall be approved by the Trustees. Approved budgets shall be authorizations for expenditures.

Article 5: Physical Presence
TACRA will maintain facilities and equipment for conducting work related to the purposes.
A library, worldwide website, and museum will be established and maintained for disseminating information to the public.

Article 6: Information Dissemination
The results of the research are to disseminated to the public in the form of print documents, workshops, hardware displays, and electronic media (worldwide web).

Article 7: Dissolution
In the event of dissolution, net assets of TACRA shall not inure to the benefits of Officers and shall be distributed to Associates or given to similar organizations. January 7th, 2005
